Wind-Assisted Propulsion and Visibility Compliance: A Case Study

Vertom recently took delivery of a new vessel to be fitted with two foldable Ventofoils on the forecastle deck. These wind-assisted 
propulsion systems reduce fuel consumption but, when in their upright operating position, introduce limited blind sectors on both X-band and S-band radars. 

 
EUROMAR, as well as the Portuguese Flag Administration, reviewed the arrangement together with classification society DNV.  Throughout this process, EUROMAR supported Vertom in its communication with the Flag Administration, ensuring a clear and shared understanding of the technical configuration.
Following that review, the administration confirmed it had no objection to the configuration, subject to two conditions: the two radar scanners are to be positioned as far apart from each other as practicable, and a CCTV system is to be installed to support bridge situational awareness. 
 

In parallel, the vessel's Safety Management System was updated to include specific procedures addressing the radar blind sectors. Operational restrictions form part of these procedures, prohibiting use of the Ventofoils in restricted waters, areas of dense traffic, reduced visibility, and during pilotage, complemented by enhanced bridge watchkeeping measures. On the basis of the technical review and the operational measures incorporated into the SMS, the Portuguese Flag Administration concluded that the blind sectors are limited in both angular extent and range, and that the overall level of safety is equivalent to that required under the applicable regulations.
  

The case demonstrates that, with EUROMAR's support, the Portuguese Flag Administration is willing to engage with novel technical situations and work toward practical, compliant solutions together with the shipmanager and classification society.
