MAR strengthens its presence: EUROMAR reopens renovated office in Hamburg

The Regional Government of Madeira confirms EUROMAR as the representative of the International Shipping Register of Madeira (MAR). Fresh support for the International Business Centre of Madeira (IBCM) comes from Lisbon.
Hamburg / Funchal, 30 September 2026. EUROPEAN MAR GmbH (EUROMAR) reopened its renovated offices in Hamburg with a reception on 17 September. From one of Europe’s leading maritime hubs, EUROMAR has worked since 2013 as the exclusive service and sales agency of the International Shipping Register of Madeira (MAR). German shipowners, ship managers and maritime service providers find their direct point of contact here when they want to register vessels under the Portuguese flag. After Madeira and Lisbon, Hamburg is EUROMAR’s largest office.
The reception brought together representatives from shipping, partner companies and institutions. The entire three-member board of the Sociedade de Desenvolvimento da Madeira (SDM) travelled from Madeira for the occasion. SDM operates the International Business Centre of Madeira (IBCM) as part of the Regional Government. Chairman Rogério Gouveia spoke on behalf of the President of the Regional Government. He stressed that the presence in Hamburg is important for deepening the partnership with EUROMAR and bringing the MAR register closer to German shipping. Looking after shipowners well and keeping the register competitive, he said, takes proximity, legal certainty, fast response times and reliable partners. Gouveia described EUROMAR as the key link between Madeira, MAR and the international shipping industry. The agency, he said, has played a major part in making the Portuguese flag and the register what they are today: among other things, the leading flag of German shipowners.
German companies therefore have a dedicated point of contact: anyone who wants to work with MAR turns to EUROMAR. There they receive advice, service and direct contact with the authorities in Madeira and Lisbon, all from a single source.
Portugal’s international register, based in Madeira, has been growing strongly for years. At the end of the first half of 2026, MAR had 1,264 merchant vessels on its books, with a combined gross tonnage of more than 30 million. Fifteen years ago, there were fewer than 100 ships. This corresponds to average growth of around 18 percent per year.
Lisbon commits to a new regime for the IBCM
There is also good news for Madeira from Lisbon. On 29 September, the President of the Regional Government of Madeira, Miguel Albuquerque, met Portuguese Prime Minister Luís Montenegro. The government in Lisbon committed to adopting a new regime for the IBCM. This is seen as a strategically important step to secure the long-term future of the business centre and keep it competitive in attracting international investment.
In addition, an International Aircraft Register is to be established in Madeira, modelled on the success of MAR. The government intends to move the approval and ratification process forward. Madeira will also receive more than EUR 160 million in additional funding, including compensation for lost Cohesion Fund money as well as funds for health and education.
