Class Now Authorised to Issue Conditional Certificates Without Flag Approval

The Portuguese Maritime Administration (DGRM) has issued Circular No. 78, which authorises Recognised Organisations (ROs) to issue Conditional Certificates and/or Statutory Conditions without prior authorisation from the Flag Administration, for a validity of up to two months.
The scope is fixed. The Circular covers a defined list of equipment under SOLAS, MARPOL and the Ballast Water Convention. For each item, the required mitigation measures are fully specified, giving certainty to all parties.
Both the opening and closing of a Conditional Certificate may be handled by remote survey, provided the RO's own requirements for remote surveys are met.
This means that in most equipment malfunction cases, shipmanagers can resolve the matter directly with class, without contacting the flag.
