Portugal Sets the Standard in PSC Safety

Portugal achieved strong Port State Control (PSC) results in both the Paris and Tokyo Memorandums of Understanding (MoUs) for 2024, maintaining its white-list status in both. With a low detention ratio, Portugal performed better than many other flags, reinforcing its position as a European registry with high compliance standards. This result is significant as Portugal is also the fastest-growing flag in the world, showing that its expansion is not compromising safety.
EU Flags Maintain Strong PSC Records
Portugal’s performance aligns with a broader trend among European Union (EU) flags, which generally had better PSC records than most non-EU registries. EU flags continue to meet high safety and compliance standards, supported by effective oversight and strong industry practices.
Despite rapid growth, Portugal has kept detention rates low, showing that it attracts well-maintained vessels. This strengthens its position as a responsible flag state while maintaining competitiveness in the shipping industry. Being on the white-list in both the Paris and Tokyo MoUs also brings operational benefits, as ships flying the Portuguese flag are less likely to be targeted by PSC.
