Portugal advances in Paris MoU ranking

Portugal has further improved its position in the Paris Memorandum of Understanding (Paris MoU) on Port State Control. In the latest annual report, Portugal moved ahead of other major and popular EU and international flags. 

As a White Listed flag with the youngest fleet in the European Union, Portugal’s standing reflects the consistently low number of detentions and deficiencies for ships under its registry, despite a high volume of inspections. The developments in 2025 confirms that this positive trend is continuing, although the International Ship Registry of Madeira (MAR) experiences strong growth.

Wilhelm Loskot, Managing Director of EUROMAR, commented:

The Paris MoU plays a central role in ensuring safety and environmental protection through standardized inspections across European and Canadian East Coast ports. Portugal’s progress underscores its commitment to supporting this system and offering shipowners a high-quality regulatory framework.
