The first EU ETS reporting period is over—but now comes the real work: cleaning up data, ensuring transparency, and gearing up for verification in March. Then, it’s on to EUA surrendering in September. Meanwhile, FuelEU is officially in force, and owners, managers, and operators are scrambling to stay ahead. And the changes keep coming:

• FuelEU is seeing further clarifications regarding the exact application of different discount schemes, especially for voyages to and from Europe.

• EU ETS revisions are coming in just 10 months, expanding to include methane and nitrous oxide. However, the scope of emissions covered still differs from FuelEU.

• The UK is launching its own ETS in 2026. Details are still in development, particularly regarding whether it will cover only intra-UK voyages or also include voyages to and from the UK (driven by MEPC 83). It appears to be a blend of EU ETS and FuelEU definitions.

• Turkey is targeting 2027 for the launch of its own ETS regime.

• The IMO is discussing a global scheme at MEPC 83 in April. Early drafts suggest a highly complex framework, similar to FuelEU Maritime. However, its adoption, timeline, and implications for existing and planned schemes remain unclear.
